  1. Set the Instant Pot to [Saute]. When [Hot], add oil. Saute carrots then celery and onions until translucent. Saute garlic. Pour in wine and cook until soft. Saute the ground beef in the Instant Pot. Add the salt, nutmeg, and Italian seasonings. Break the meat up until it's completely browned.
  2. Turn the Instant Pot off. Drain any excess grease from meat if necessary. Pour in the beef broth.
  3. Break the spaghetti in half and place on top of meat in the Instant Pot. Place crisscrossed. Pour over the tomato sauce, diced tomato, and water. Push the spaghetti down with a spoon if necessary to make sure it is completely covered in liquid.
  4. Seal the Instant pot and Set it to Pressure Cook on High for 8 minutes
  5. When the time is up, use manual quick release to open the Instant Pot. Stir the spaghetti well.
  6. Add grated parmesan and chopped basil for garnish. Serve immediately.
